PERRY COUNTY — Questions about the current state of the contract agreement between the county and Perry County Economic Development Corporation were asked before commissioners at their regular meeting Tuesday, May 16.
Gary Greubel, human resources manager for Waupaca Foundry, asked commissioners for answers and a time line to the contract.
Commissioners Randy Cole said David Etienne, John Scheer and he are working on the contract. They have met with representatives from PCDC, asking them for verbiage and finances, Cole said.
“My concern is that we don’t have a firm, solid method for our economic development to move forward,” Greubel commented. He said his concern was that an economic development entity was sitting without a contract. Without a sure contract, said group aren’t able to know their budget, Greubel pointed out, especially nearing halfway through the year.
Cole responded PCDC would have had a budget at the start of the year but he and other county representatives have not seen it.
Greubel responded that first, PCDC would have to know how much money they will be receiving.
As previously reported in the Feb. 13 issue of the News, county officials needed to reevaluate the Edit Plan after a tax shift brought in more revenue for public safety answering points and maintenance. The Edit Plan previously included funding for the highway department, the jail, courthouse security, and economic development. The new maintenance and PSAP revenue increases were then added to the Edit Plan. PCDC was funded through the economic development fund of the Edit Plan. with the new revenue added, county government officials wanted to reevaluate what percentages went to what funding. After that reevaluation, county government would revisit the contract between the county and PCDC.
PCDC is a private group receiving county funding to perform economic development with local businesses on behalf of the county.
In response, commissioner Randy Kleaving called for a time line to be set. Cole commented they are awaiting information from PCDC to move forward. However, if a time line is set, Kleaving argued that would compel PCDC to release the requested information.
Councilor Keith Huck spoke before commissioners, saying they had previously set a 30 day time line but that time had passed.
Commissioners set no time line, with Cole reiterating they were waiting for PCDC information.
